More and more Chinese people are moving to cities, rendering them barely livable. For years Finnish engineer Eero Paloheimo has been working on a plan to rethink the concept of a 'city ' but has a tough time dealing with European bureaucracy. He travels to China hoping to erect his clean-tech city there, which runs entirely on renewable energy. His plans intersect with those of Chinese billionaire Zhang Yue, who is working on a giant ecological skyscraper in the city that is completely self-sufficient. Does China's future lie outside of the city or high up in the sky ?
